To fully leverage the role of quality certification, the State Administration for Market Regulation and the Ministry of Industry and Information Technology have jointly established a voluntary certification system for tiered products, promoting the high-quality development of the power battery tiered utilization industry and driving the green and low-carbon transformation of the automotive industry.

1: Establish a sound market system for the hierarchical utilization of power batteries.

2: Promote the hierarchical utilization of power batteries.

3: The industry is developing in a healthy and orderly manner.

Certification objectives and standards:

1: The certification catalog for power battery cascade utilization products is jointly determined and released by the State Administration for Market Regulation and the Ministry of Industry and Information Technology based on industry development and certification needs.

2: The implementation rules for the certification of power battery cascade utilization products are issued by the Certification and Accreditation Administration, and the certification is based on relevant national standards, industry standards, and group standards.

Technical Support

Establish a hierarchical utilization product certification technical committee to provide policy consultation and technical support for hierarchical utilization product certification work.

Encouragement policies:

1: Establish a certified hierarchical utilization product adoption application database and make it public to the society. Encourage eligible enterprises that produce certified products for hierarchical utilization to apply for recognition as specialized, refined, and innovative "little giant" enterprises.

2: Encourage localities with conditions to accelerate the construction of a resource recycling system and use certified hierarchical utilization products in government investment projects, key projects, and municipal public works.

3: Support insurance institutions to develop property insurance and product liability insurance suitable for cascading use of products, providing risk protection for their application and promotion.

4: Encourage development banks to coordinate and make good use of collateral supplementary loan funds, green credit, green financing services, etc., and provide low-cost financial support.
