The performance certification of the reading and writing homework desk lamp is based on the standard GB/T 9473-2022 (hereinafter referred to as the "new version standard"), which was released on December 30, 2022 and will be implemented from January 1, 2024, replacing the old version standard. Therefore, our center has revised the CQC16-465316-2018 "Performance Certification Rules for Reading and Writing Homework Desk Lamps", with the revised rule number CQC16-465316-2023, involving product certification category: 010028. The requirements for the performance certification of reading and writing homework desk lamps in accordance with the new standards and rules are hereby notified as follows:

1、 Main revisions to the implementation rules

1. The scope of application of the rules shall be adjusted in accordance with GB/T 9473-2022;

2. Revise 5.2 to replace GB/T 9473-2017 with standard GB/T 9473-2022, and adjust the inspection items and methods accordingly;

3. Revise 5.2 for testing items of dimmable and/or color adjustable products;

4. Add content related to re examination;

5. The validity period of the certificate has been changed from "long-term validity" to 5 years;

6. Change the certification mark to "CQC Basic Certification Mark".

2、 Requirements for implementing the new standards and rules

1. Starting from May 1, 2023, enterprises can voluntarily choose to implement certification according to the new or old standards. Starting from January 1, 2024, CQC will implement certification using the new version of the standard and issue certification certificates for the new version, and will no longer issue certification certificates for the old version of the standard.

2. For products that have been certified according to the old version of the standard, the holder of the old version of the standard certification certificate should submit an application to CQC to convert to the new version of the standard certification certificate after the implementation date of the standard and before the end of the first tracking inspection, and ensure that within one year after the implementation of the new version of the standard, the difference test between the old and new versions of the standard is supplemented (see attachment for differences between the old and new standards and supplementary test items), and the product confirmation and certificate replacement work according to the new version of the standard is completed. The conversion of all old version standard certification certificates should be completed by December 31, 2024 at the latest. If the conversion is not completed by the deadline, CQC will suspend it; Certification certificates that have not been converted by March 31, 2025 will be revoked by CQC.

3. For certified products that have been manufactured, put on the market, and no longer produced before January 1, 2024, certificate conversion is not required.

4. The requirements for the performance certification of reading and writing homework desk lamps in this announcement do not exempt related products from the responsibility of complying with the relevant provisions of the Standardization Law of the People's Republic of China.

5. Each relevant laboratory can report to our center the new version of the standard testing capability they possess, and should promptly file the qualification recognition and accreditation of the new version of the standard laboratory.
