Market Supervision Bureaus (Departments, Committees) of all provinces, autonomous regions, municipalities directly under the central government, and Xinjiang Production and Construction Corps, industry review groups for qualification certification, units responsible for capacity verification projects, and relevant inspection and testing institutions:

In order to fully leverage the role of capability verification in supervising the technical capabilities and improving the quality of inspection and testing institutions, in accordance with relevant regulations such as the "Management Measures for Qualification Accreditation of Inspection and Testing Institutions", "Supervision and Management Measures for Inspection and Testing Institutions", and "Management Measures for Capability Verification of Inspection and Testing Institutions", the State Administration for Market Regulation has decided to organize the 2023 national level capability verification work for inspection and testing institutions in some inspection and testing fields (hereinafter referred to as national level capability verification). The relevant matters are hereby notified as follows:

1、 Planned project

There are a total of 14 national level capability verification plans in 2023. Among them, there are 3 items related to food safety, 3 items related to consumer product safety, 3 items related to electrical safety, 3 items related to material testing, 1 item related to information safety, and 1 item related to component testing (see attachment for relevant project and responsible unit information).

2、 Participants

National level qualification certification inspection and testing institutions with relevant project (parameter) inspection and testing capabilities shall participate in the capability verification project, and the cost of capability verification shall be borne by the State Administration for Market Regulation.

3、 Implementation requirements

（1） Each qualification recognition industry review group (hereinafter referred to as the industry review group) shall promptly forward this Notice to relevant inspection and testing institutions in the industry, and urge them to participate as required. Encourage industry review teams to organize capacity verification work based on the needs of improving the capabilities of inspection and testing institutions within the industry.

（2） Provincial market supervision departments may organize and implement the verification of the capabilities of inspection and testing institutions within their jurisdiction according to the needs of capacity building and supervision management, and timely submit relevant work information and verification results to the recognized testing department of the State Administration for Market Regulation. The relevant work funds shall be borne by the provincial market supervision department, and no ability verification fees shall be charged to the inspection and testing institutions that should participate.

（3） The undertaking units of national level capability verification projects should attach great importance to and allocate sufficient resources to ensure the timely, scientific, and effective implementation of capability verification projects. Each project undertaking unit shall submit the capability verification design plan before April 30, 2023, submit the list of participating institutions, list of institutions that did not participate as required, sample information, statistical data, and evaluation results before August 30, and complete the summary acceptance and report writing of the capability verification project before October 31.

（4） Inspection and testing institutions participating in national level capability verification shall submit inspection and testing results truthfully, objectively, and timely in accordance with the requirements of the project undertaking unit.

4、 Result processing and information submission

The State Administration for Market Regulation will urge inspection and testing institutions that have not participated in the capability verification as required by this Notice and whose capability verification results are not qualified to rectify and verify in accordance with relevant regulations such as the "Management Measures for Qualification Recognition of Inspection and Testing Institutions" and the "Management Measures for Capability Verification of Inspection and Testing Institutions". At the same time, the market supervision department will increase the frequency of supervision and spot checks on inspection and testing institutions that have not completed rectification and verification as required by credit supervision and classification supervision.

Each national level capacity verification project undertaking unit shall submit a summary report and relevant technical materials of the capacity verification project before November 10, 2023. Each provincial market supervision department and industry review group shall submit a summary and relevant information of the organization and implementation capability verification for the current year before December 10th.
