In order to thoroughly implement the spirit of the 20th National Congress of the Communist Party of China, implement the National Standardization Development Outline, and fully leverage the supporting and leading role of standardization in urban development, recently, the National Standardization Management Committee, the Ministry of Industry and Information Technology, the Ministry of Civil Affairs, the Ministry of Ecology and Environment, the Ministry of Housing and Urban Rural Development, and the Ministry of Emergency Management jointly issued the "Action Plan for Urban Standardization" (hereinafter referred to as the "Action Plan").
The Action Plan proposes that by 2027, the standard system for high-quality urban development will be basically established, and more than 150 national and industry standards will be revised in areas such as urban sustainable development, new urbanization construction, smart cities, public services, urban governance, emergency management, green low-carbon, ecological environment, cultural services, and infrastructure. The leading and driving role of urban standardization has been significantly enhanced, and cooperation with more than 5 provinces in urban standardization has been carried out, with more than 30 typical cases of urban standardization released. The international influence of urban standardization continues to increase, actively participating in the formulation of a number of international standards for urban sustainable development and smart cities, holding high-end forums on urban standardization, regularly publishing white papers on urban standardization development, and continuously promoting international exchanges and cooperation in standardization between cities. The linkage mechanism for urban standardization work has initially taken shape, forming a three-level linkage mechanism of urban standardization work department, province, and city, constructing a joint mechanism for urban standardization, and building a collaborative platform, experience sharing platform, and international cooperation platform for urban standardization work.
The Action Plan deploys 16 key tasks and proposes relevant measures for organizational implementation. On the one hand, focusing on accelerating the construction of a high-quality urban development standard system, 12 key tasks for standard revision have been identified, including urban sustainable development, regional coordinated development, smart cities, urban government services, grassroots governance, urban economic development, basic public services, urban safety risk emergency protection, ecological environment, urban-rural cultural protection and innovation services, urban public facility management and services, and new urbanization standardization construction. On the other hand, focusing on the systematic promotion of urban standardization work, we have deployed key standardization tasks such as deepening the construction of urban standardization pilot projects, international cooperation in urban standardization, creating a platform for exchanging and cooperating on urban standardization experience, and exploring the implementation of specialized standardization actions in key areas.
The issuance of the Action Plan will further consolidate the standard foundation for high-quality urban development, strengthen the promotion and application of standards throughout the city, and provide standardization support to help improve the level of high-quality urban development and accelerate the modernization of urban governance system and capacity.
