On October 25, 2023, Yao Lei, Deputy Director of the Certification and Supervision Department of the State Administration for Market Regulation, and his delegation went to Guangdong to investigate and supervise the special rectification action for false certification. Gao Guosheng, convener and deputy director of the special rectification action for false certification of the Guangdong Provincial Administration for Market Regulation, accompanied the investigation.

The research team held a symposium at the Guangdong Provincial Market Supervision Bureau to listen to reports on the implementation of the special rectification action on false certification by the Guangdong Provincial Market Supervision Bureau and the Guangdong Provincial Public Security Department. They also conducted on-site research on one certification institution using the "four no's and two direct" approach, providing guidance and promoting the deepening and implementation of the special rectification action on false certification.

Yao Lei fully affirmed the rapid response of the Guangdong Provincial Market Supervision Bureau and the Guangdong Provincial Public Security Department to the work deployment of the State Administration for Market Regulation and the Ministry of Public Security, and the joint efforts of the departments to promote the special rectification action of false certification. He pointed out that certification is an important technical means to transfer trust and effectively promote market transactions, which requires strong certification system support in the process of promoting Chinese path to modernization. Market supervision departments and public security organs at all levels in Guangdong should fully recognize that carrying out a special campaign to rectify false certification is an objective need to standardize the development of the certification service industry, maintain market fairness and justice, and promote high-quality economic and social development. The large number of business entities in Guangdong, active economic and trade activities, and strong demand for certification services have driven the continuous and rapid development of the certification service industry, making the task of regulating the order of the certification service market even more arduous. We need to strengthen departmental collaboration, closely cooperate with market supervision departments and public security organs, establish a communication and coordination mechanism for timely reporting of important information, joint consultation on major issues, early intervention of major case clues, and joint law enforcement of major cases, and comprehensively use market supervision tools and public security technology investigation methods to promote special rectification actions. Secondly, we need to concentrate our efforts on investigating and handling cases. Market supervision departments and public security organs should strengthen the investigation and monitoring of problem clues, concentrate our "firepower" on investigating and handling a number of landmark cases of false authentication and illegal crimes, and form a deterrent effect of multi-party joint and multi-dimensional strikes. Thirdly, we must highlight the construction of long-term mechanisms, and timely summarize and extract a number of guiding guidelines for law enforcement and case handling work based on the experience and practices of investigating and punishing illegal and irregular behaviors in different fields and forms, in order to promote the construction of long-term mechanisms for the governance of false authentication. Fourth, we need to strengthen the publicity of special actions, widely publicize the deployment and promotion of special rectification actions through the Internet, news media and other channels, timely disclose information on the investigation and handling of illegal cases, release a number of typical cases of illegal crimes, and improve the impact and deterrent power of special rectification actions.
